D-Rex make a move, more foreign affairs


POTUS has nominated a new Ambassador for the Netherlands.  This would usually not be a newsworthy event.  However, in this administration, the most secondary of acts can provide insight into the lack of cohesion currently occurring in the Whitehouse.

According to www.state.gov/s/d/rm/index.htm, the purpose of the State Department is to shape and sustain a peaceful, prosperous, just, and democratic world and foster conditions for stability and progress for the benefit of the American people and people everywhere. This mission is shared with the USAID, ensuring we have a common path forward in partnership as we invest in the shared security and prosperity that will ultimately better prepare us for the challenges of tomorrow.

Now, first and foremost the State Department is to act to the benefit of U.S. citizens.  That is absolutely as it should be.  The purpose of an Ambassador is to represent you and me, U.S. citizens in foreign countries.  An Ambassador should also engender mutual goodwill.  An Ambassador should be culturally sensitive.

The nominee for Ambassador to the Netherlands is Pete Hoekstra.  He was born in the Netherlands but immigrated to the U.S. at the age of 3.  He is a U.S. citizen.  He has served as a Congressman in the U.S. house.  These are all characteristics which would tend to confirm his choice.  However, I find the following to be pertinent as well.

Netherlands:  Pro gay marriage, 1st nation to legalize same sex marriage.

Hoekstra:        Co-sponsored 9 anti-LGBT bills.

Netherlands:  No death penalty.

Hoekstra:        Capital punishment advocate.

Netherlands:  On demand abortions with 5 day waiting period.

Hoekstra:        "I have continuously fought to protect the lives of the unborn throughout my tenure in Congress and will continue to do so as long as I am able to," Hoekstra said. "It is absolutely inexcusable to subsidize the abortion industry, especially when so many taxpayers, like me, are so opposed to it."

Netherlands:  The political system of the Netherlands is characterized by a large number of political parties, many of whom are represented in government. Traditionally, the dominant political parties have included the Labour Party (PvdA), the Christian Democrats (CDA) and the Liberals (VVD).

Hoekstra:         Traditionally the political system of the U.S. is characterized by Republicans and Democrats.  Hoekstra is a member of the Tea Party.

U.S. Foreign Affairs methodology

I have here an example of our President conducting foreign affairs.

"I am very disappointed in China. Our foolish past leaders have allowed them to make hundreds of billions of dollars a year in trade, yet they do NOTHING for us with North Korea, just talk. We will no longer allow this to continue. China could easily solve this problem!"

Other than POTUS, who reading this believes and can explain how this problem could be easily solved? 

Here are some possible difficulties.  N. Korea shares a border with China.  The Chinese have no interest in a unified Korea allied with the United States.  This is particularly so if that unified state allows a U.S. military presence.  The Kim's are the only ruling family N. Korea has ever known since it's founding.  No opposition is allowed or tolerated.  The most pragmatic approach would probably necessitate regime change.  The Chinese have a vested interest in maintaining the status quo.  N. Korea and it's potential offensive capabilities, conventional and nuclear, require an investment of U.S. capital and personnel that could otherwise be utilized elsewhere.  This would possibly be to the detriment of Chinese interest.  Regime change would result in an immediate flood of refugees to China and S. Korea.  The citizens of N. Korea have been malnourished and oppressed for decades.  The current population of N. Korea is approximately 25 million.  There would be masses flooding across borders.  If you think Syrian refugees pose a threat, imagine a 38% larger population needing to be fed and housed.  Furthermore, unlike Saddam Hussein and  his supposed weapons of mass destruction, we know N. Korea possesses fissile material.  Even if the entire regime could be promptly and thoroughly removed, the security of these materials cannot be assured. 

Also, the President of the United States is not a merchant.  Regardless of what China makes in trade your job is to represent the civilian power as Commander in Chief, to grant pardons and reprieves for offenses against the U.S., and to enter into treaties with foreign powers.  If you are unsure of the veracity of the preceding, refer to U.S. Constitution, Article 2, Section 2.   The U.S. is China's largest trading partner.  They have no national interest in endangering this relationship.  Let the Captains of Industry engage in Mercantilism.  You are required to be a statesman. Since you have proclaimed you will no longer allow this to continue, I assume you are going to present and act upon your first coherent foreign policy plan.

You have a Secretary of State.  Rather than employing social media to espouse your views, you may want to considering allowing him to present those via diplomatic channels.  Of course, since you have emasculated the Department of State, his job will be considerably more difficult.  Regardless, there is a reason nation states deploy diplomats.

Dear Donnie, we have discussed this before.

  1.  The need for 60 votes is a result of the process referred to as cloture.  If you are unfamiliar with this term you may look it up.  You may also ask a member of the Senate for an explanation.  Your DOJ could explain it.  Even in these dire times I have faith enough to accept you even have WH staff members who can tell you about it.  That is if there are still any with the courage to risk your tantrum when you don't like it.

 2.  Cloture is a result of Senate rules developed by the Senate Rules Committee.  The issue you are dealing with used to require 2/3(67) rather than 3/5(60) of the Senate to bring a bill to vote.  This change was in 1975.  Be Happy with what you have.  3.  The Senate gets to make their own rules.  I assume you know this but just in case I refer you to Article 1 Section 5 of the U.S. Constitution.

     Now, the Senate could certainly change their rule on cloture.  However, each of the predominant parties recognizes that neither will be in perpetual control.  With a simple majority always being able to pass legislation there would be even more chaos than we currently deal with.  The members of Congress recognize this and knowing their august body will still be required to act long after you have departed your current station it is highly unlikely they would entertain such a move.

      Your other option is to have the Constitution amended so that a simple majority in either/both houses of congress will always prevail.  For that, you only need to get  2/3 of both houses to propose such or 2/3(38) of governors to present such and call for a constitutional convention.  with your powers of persuasion and skill in making a deal no doubt this is the route you would prefer.  There have been 5 amendments to the constitution in my lifetime.  One of them took 202 years to enact, so, good luck.

     If you remember, when you took the oath of office, you swore to preserve, protect, and defend the Constitution of the United States.  I am sorry you find this so troubling.

Do you just pick some group at random to attack? 

Let's look at what you have actually said.  "After consultation with my Generals and military experts…".  I have no doubt, considering the rampant sexual abuse in the U.S. military (not hyperbole, look up the numbers) you could find a General and military experts to support your prejudice.  However, actually being a veteran, unlike yourself, I would be astounded if a majority of well educated, cultured gentlemen with the rank of General would actually support such a position.  Military expert is more difficult to define.  Compared to you an USMA plebe is a military expert.  Hell, for all I know you are referring to one of the Boy Scouts  you met at the Jamboree who once wrote a book report on the Spanish American war.  Remember the Maine!  You can ask one of your experts.

Women: 

Wartime rumors had been spread of their rampant immorality, including shiploads of pregnant WACS being sent back to the state in disgrace and “wolf packs of sex-hungry Wacs roaming the countryside…seducing innocent sailors.”

I believe that society is trying to make one gender. Like there are no differences between genders. There are certain things not made for women and the military is one of them. Like men cannot have babies, its ok, society will survive if certain things are for certain genders.

I'm a girl and I don't believe women have the emotional strength to deal with what they will see out there.
Women risk being raped and beaten. I'm really tired of hearing other women complain about how they don't feel as equal as men, like women only make 77 cents out of every dollar a man makes or we need to break through that glass ceiling. STOP COMPLAINING! Women and men have different strengths and different places they belong in the world and women don't belong in the military.



Blacks:



1945;

U.S. Sen. Lister Hill of Alabama argued that integration would "seriously impair the morale of the Army at a time when our armed forces should be at their strongest and most efficient."

1948;

Gen. Omar Bradley, the Army chief of staff "as nearly every Army officer knows, after long experience with the problem, that a hard, flat and inflexible rule that white and Negro manpower be completely intermingled immediately in all tactical units would be one of the surest ways to break down the morale of the Army and to destroy its efficiency."



Gays:

"Because once you are able to tell-and stay-then there is no containing the sexual problem."



The above are all actual arguments for not allowing particular groups to serve in the military.  They were absurd and offensive when they  were spoken and remain so.  All of these groups have been integrated into U.S. military forces.  They have all served honorably, even with distinction. 



I find it difficult to believe the Generals and military experts you spoke to did not make you aware of the resemblance of your remarks to those of the past.  Of course, I am assuming these advisors were of U.S. origin.  Furthermore, you may want to remember  "“Those who cannot remember the past are condemned to repeat it." (George Santayana)

Let me offer you some data,  the Rand Corporation estimated that these treatments would cost the military between $2.4 million and $8.4 million annually. 

“The implication is that even in the most extreme scenario that we were able to identify … we expect only a 0.13-percent ($8.4 million out of $6.2 billion) increase in health care spending,” Rand's authors concluded.  You have proposed to increase the military budget by 54 billion.  Hence, any treatments would constitute any even smaller part of the budget. 

By contrast, total military spending on erectile dysfunction medicines amounts to $84 million annually, according to an analysis by the Military Times — 10 times the cost of annual transition-related medical care for active duty transgender service members.

The military spends $41.6 million annually on Viagra alone, according to the Military Times analysis

POTUS, you amaze me.  Just how disingenuous can one person be?

Say it isn't so

How could this possibly be? 
The International Monetary Fund (IMF) has lowered its forecasts for US and UK economic growth this year, following "weaker-than-expected activity" in the first three months.
"... the major factor behind the growth revision, especially for 2018, is the assumption that fiscal policy will be less expansionary than previously assumed, given the uncertainty about the timing and nature of US fiscal policy changes,"

What do you mean less expansion, uncertainty?
Why, just 2 days ago my President told me "Already, we have created over a million new jobs this year – and doing even better than anticipated."  
How could this be weaker than expected, accord to the IMF? 
According to OMB Director Mick Mulvaney  "We believe that we can get to 3 percent growth."  " We will bring back 3 percent economic growth to this country, and those numbers are assumed in this budget."
Surely if we believe it based on assumptions the rest of the world can only accept it as a reality. 
It's not just Mulvaney who is attempting to show the truth to the world.  It is also our President.  According to POTUS in Poland at the 3 Seas Initiative' "we've picked up in market value almost $4 trillion since November 8th, which was the election. $4 trillion—it's a lot of money." 
That is a lot of money.  It's also not correct, the actual increase is about 2.4 trillion but lets not pick nits.  Besides, that's what the President told the entire world so they are required to believe it.

It is rather disturbing however when the Bureau of Economic Analysis, a part of the U.S. Department of Commerce, reports 1.4% growth for the 1st quarter of 2017.  Apparently the rest of the year is going to be extraordinary to reach 3%.

No doubt we will MAGA based on the assumptions and beliefs of POTUS and his cronies, oops, I mean cabinet members.  After all, all those Goldman-Sachs guys are really smart and selfless.

NYT and DJT

July 19, 2017 the New York Times interviewed Donald J. Trump, also known as POTUS.  The following are excerpts and observations.

TRUMP: Look, [Attorney General Jeff] Sessions gets the job. Right after he gets the job, he recuses himself.

TRUMP: Well, Sessions should have never recused himself, and if he was going to recuse himself, he should have told me before he took the job, and I would have picked somebody else.
TRUMP: Zero. So Jeff Sessions takes the job, gets into the job, recuses himself. I then have — which, frankly, I think is very unfair to the president. How do you take a job and then recuse yourself? If he would have recused himself before the job, I would have said, “Thanks, Jeff, but I can’t, you know, I’m not going to take you.” It’s extremely unfair, and that’s a mild word, to the president. So he recuses himself. I then end up with a second man, who’s a deputy.
   
TRUMP: Who is he? And Jeff hardly knew. He’s from Baltimore.

TRUMP: Yeah, what Jeff Sessions did was he recused himself right after, right after he became attorney general. And I said, “Why didn’t you tell me this before?” I would have — then I said, “Who’s your deputy?” So his deputy he hardly knew, and that’s Rosenstein, Rod Rosenstein, who is from Baltimore. There are very few Republicans in Baltimore, if any. So, he’s from Baltimore. Now, he, we went through a lot of things. We were interviewing replacements at the F.B.I. Did you know [Robert] Mueller was one of the people that was being interviewed?

So, just a few questions.  Would you have preferred Sessions continue as Attorney General and investigate any Russian  connection to your campaign after it was determined he had lied to the Senate at confirmation hearings?  Until he was caught, he had not intended to recuse himself.  Sessions was confirmed on February 8, 2017 and recused himself from any Russian investigation on March 2, 2017.  So, the "right after he gets the job" statement is at best, misleading.  Had you vetted him properly this would not have been an issue.  Or, were you aware of his contact with Russians and expected him engage in in what WOULD have been a conflict of interest?

What's really amusing are Trump's comments about Rosenstein.  President Donald Trump nominated Rosenstein to serve as Deputy Attorney General for the United States Department of Justice on January 13, 2017.  Why would he have to ask “Who’s your deputy?”  Furthermore, Rosenstein is not from Maryland, he is from Philadelphia.  He has lived and worked in Maryland since 2005 when he was nominated as U.S. Attorney General by George W. Bush.  Oh, and he is a Republican.

TRUMP: So the bottom line is this. The country’s doing well. We are, we are moving forward with a lot of great things. The unemployment is the lowest it’s been in 16 years. The stock market is the highest it’s ever been. It’s up almost 20 percent since I took office. And we’re working hard on health care. Um, the Russian investigation — it’s not an investigation, it’s not on me — you know, they’re looking at a lot of things.

Congratulations on the unemployment figures.. You hold the office of the President so you get the credit.  However, with regard to the stock market, your figures are patently false.  According to www.dow-jones-djia.com the market is up 9.17% for the year.  I consider there figures to be authoritative.  Not to be disingenuous I ran the numbers from the date of your swearing in and stocks are up 9.61% so you are ahead of the year-to-date but not even 1/2 way to 20%.  You say working hard on health care.  I see failing to provide accessible and affordable health care options.

In  his first description of his dinnertime conversation with Mr. Putin at the Group of 20 summit meeting in Hamburg, Germany, Mr. Trump downplayed its significance. He said his wife, Melania, was seated next to Mr.Putin at the other end of a table filled with world leaders.
“The meal was going toward dessert,’’ he said. “I went down just to say hello to Melania, and while I was there I said hello to Putin. Really, pleasantries more than anything else. It was not a long conversation, but it was, you know, could be 15 minutes. Just talked about things. Actually, it was very interesting, we talked about adoption.”

I added this just for an example of how to confound a listener.  He said hello apparently just coincidentally, mainly just pleasantries, a short conversation.  Wait, maybe we did talk about things, for 15 minutes, actually it was very interesting.  We talked about adoption.  Dude, pardon my French, but, WTF?

I read the entire interview multiple times.  It was painful.  I strongly recommend you do the same.

Blather


I am accidentally more coherent than POTUS is with assistance.  What was the purpose of these speeches?  Even I can comprehend that the purpose of international travel for a head of state is to promote mutual cooperation, not to market.  The United States of America is a country, not a corporation.  The existence of a nation state actually requires some statesmanship.  If you want to claim the title of world leader you must speak to the world, not just your clique.  Excerpts from the speeches are in black text, comments are in red.

The Three Seas Initiative is a joint Polish-Croatian project, launched in 2016, with the aim of strengthening trade, infrastructure, energy and political co-operation among countries bordering the Adriatic, the Baltic and the Black Sea.

- The following 12 countries are part of the initiative:

Poland, Hungary, Czech Republic, Slovakia, Romania, Bulgaria, Lithuania, Estonia, Latvia, Croatia, Slovenia and Austria.

- Most of the 12 countries were in the Soviet sphere of influence after World War Two until 1989 and more than half of those joined the European Union in 2004. Nearly all are heavily reliant on Russian gas and oil imports.



New energy infrastructure is essential to this rebuilding effort.  We hope that the Three Seas nations will advance the same goals we are working on to achieve for our people in America.  We’re doing tremendously well.  Our stock market just hit an all-time high.  As it continues just like the past 9 years.  We have, I think, 16 years -- in 16 years it’s the lowest unemployment rate.  Our military is getting stronger and stronger.  We’re rebuilding it, adding billions and billions of dollars of new equipment.  The best equipment in the world.  We make the best equipment in the world by far.  We’re adding many billions of dollars of brand-new equipment.  

“This is why some people don’t want peace: they make more money from war, although wars make money but lose lives, health, education. The devil enters through our wallets.”  Pope Francis

And the United States is doing very well -- very strong.  We’ve taken off restrictions and people are really moving hard.  So when I say that the stock market is at an all-time high, we’ve picked up in market value almost $4 trillion since November 8th, which was the election.  $4 trillion -- it's a lot of money.  Personally, I picked up nothing, but that’s all right. This might be true had you divested yourself of commercial property using a blind trust.  That is not the case. Everyone else is getting rich.  That's awesome, therefore everyone will have access to and be able to afford adequate health care. That’s okay.  I’m very happy.  

I congratulate your nations for already beginning the critical projects that open us up to greater access, and you’ll be totally open and have access to energy markets and remove barriers to energy trade, such as floating LNG terminal on the Croatian island of Krk.  Did you ever hear of that?  Right?  Huh?  You know all about that.  I bet you know all about it. You are addressing a conference of industrialists.  Why do you speak to people as if they are 8th graders?  And the Greece-Bulgaria Interconnector.  

These projects and many others are crucial to ensuring that your nations continue to diversify your energy sources, suppliers, and routes.  I also applaud Bulgaria, Romania, Hungary, and Austria for pursuing a pipeline from the Black Sea.  We just approved a big pipeline also -- the Keystone Pipeline.  It was under consideration for many, many years, and it was dead and I approved it in my first day of office.  Actually, it was approved in March 2017, but let's not muddy the waters with facts.  And it’s now under construction.  And another pipeline besides that -- big ones -- Dakota Access.  



America will be a faithful and dependable partner in the export and sale of our high-quality and low-cost energy resources and technologies.  We make the best technology and we make the best, best technology for fighter jets and ships and equipment, military weapons.  There’s nobody even close, and that’s acknowledged.  There is no disputing this and it's a good thing.  Not only do we offer the best war making machines in the world but we have the largest economy.  We spend more on our military than the next 10 largest spending countries combined.  This may explain why the U.S. ranks anywhere from 7th-25th in education and 27th-37th in health care, world wide, depending on the rating system you prefer. All over the world they talk about the greatness of our military equipment.  Nobody comes close.  So when you buy and as you buy military equipment, hopefully you’ll be thinking only of the United States.



This summit ushers in the next great energy frontier.  This is largely about energy because we are that great exporter.  We’ve just become -- what’s going on in our country is incredible, and I hope you take advantage of it by using these resources.  Oh, right, this was a conference about energy infrastructure.  I was distracted by the references to U.S. capital creation and war making capabilities.

Remarks by President Trump to the People of Poland | July 6, 2017

We've come to your nation to deliver a very important message:  America loves Poland, and America loves the Polish people.  (Applause.)  Thank you.  



We are also pleased that former President Leck Walesa, so famous for leading the Solidarity Movement, has joined us today, also.  Well done, recognizing a trade union organizer and human rights activist.  



Thank you.  Thank you so much.  Thank you.  Thank you so much.  Such a great honor.  This is a nation more than one thousand years old.  Your borders were erased for more than a century and only restored just one century ago. 

In 1920, in the Miracle of Vistula, Poland stopped the Soviet army bent on European conquest.  (Applause.)  Then, 19 years later in 1939, you were invaded yet again, this time by Nazi Germany from the west and the Soviet Union from the east.  That’s trouble.  That’s tough.  Poignant.  

Under a double occupation the Polish people endured evils beyond description: the Katyn forest massacre, the occupations, the Holocaust, the Warsaw Ghetto and the Warsaw Ghetto Uprising, the destruction of this beautiful capital city, and the deaths of nearly one in five Polish people.  A vibrant Jewish population -- the largest in Europe -- was reduced to almost nothing after the Nazis systematically murdered millions of Poland’s Jewish citizens, along with countless others, during that brutal occupation.  No doubt the Poles attending need this history lesson.



But just as our adversaries and enemies of the past learned here in Poland, we know that these forces, too, are doomed to fail if we want them to fail.



Our adversaries, however, are doomed because we will never forget who we are.  And if we don’t forget who are, we just can't be beaten.  Americans will never forget.  The nations of Europe will never forget.  We are the fastest and the greatest community.  There is nothing like our community of nations.  The world has never known anything like our community of nations.  Of whom is this community comprised? Are you proposing the countries which do not constitute the "western" world will be beaten and fail?  Does the possession of different customs and values make one an enemy or adversary merely by existing?  See @realDonaldTrump tweet at bottom.

He called opposing counsel in a deposition “disgusting” for wanting to break to pump milk for her 3-month-old daughter.

  • And when you're a star they let you do it. You can do anything ... Grab them by the pussy. You can do anything."



We put faith and family, not government and bureaucracy, at the center of our lives. No doubt that is why POTUS has been married 3 times.   And we debate everything.  We challenge everything.  We seek to know everything so that we can better know ourselves.



And above all, we value the dignity of every human life, protect the rights of every person, and share the hope of every soul to live in freedom.  As exemplified by insuring every citizen has access to quality health care. 



 Americans know that a strong alliance of free, sovereign and independent nations is the best defense for our freedoms and for our interests.  That is why my administration has demanded that all members of NATO finally meet their full and fair financial obligation.  

As a result of this insistence, billions of dollars more have begun to pour into NATO.  In fact, people are shocked.  But billions and billions of dollars more are coming in from countries that, in my opinion, would not have been paying so quickly.  POTUS has made this claim repeatedly with a lack of regard for the facts.

NATO was established in the aftermath of World War II, originally with 12 members and the intention of binding together Western Europe in a defense alliance with the United States and Canada to counter the Soviet Union and its satellite countries in Eastern Europe (known as the Warsaw Pact). After the Soviet Union collapsed and the Warsaw Pact unraveled, NATO expanded to include many Eastern European nations and even former parts of the Soviet Union. There are now 28 member countries in NATO. 

There are two types of funding for NATO: direct funding and indirect funding. Direct funding, for military-related operations, maintenance and headquarters activity, is based on gross national income — the total domestic and foreign output claimed by residents of a country — and adjusted regularly. With the largest economy in NATO, the United States pays the largest share — about 22 percent. Germany is second, with about 15 percent. A significant portion of the U.S. share is operating the Airborne Early Warning and Control System (AWACS) fleet operations, according to the Congressional Research Service.

The U.S. share of the actual military budget is negotiated each year, but largely based on the cost-sharing formula, and amounts to less than $500 million a year, according to Defense Department documents.

That’s a rounding error in a $600 billion defense budget.

But Trump is really talking about indirect funding. Since 2006, each NATO member has had a guideline of spending at least 2 percent of gross domestic product on defense spending. At a 2014 summit, responding to Russian aggression in Ukraine, NATO members pledged to meet that guideline by 2024



At the moment, only five of the 28 members exceed the guideline — with the United States leading the way at 3.6 percent. The other members that exceed the guideline are Greece, Estonia, Britain and Poland, but the perceived threat from Russia has prompted other nations to bolster their defense spending. In 2016, median spending by NATO members on defense was 1.21 percent of GDP, but it’s still eight years away from the deadline. The guideline is not legally binding.

Moreover, as defense experts Richard Sokolsy and Gordon Adams have noted, the 2 percent guideline is rather arbitrary. Greece met it, even though it has slashed defense spending, because its economy collapsed. “Measuring what the allies spend on defense as a share of their economies tells us nothing about the capabilities they are buying,” they wrote for the War on the Rocks website.

Yet Trump continues to misleadingly frame the failure to meet the guideline as money owed to the United States: “This is not fair to the people and taxpayers of the United States. And many of these nations owe massive amounts of money from past years and not paying in those past years,” he said at NATO, as cameras recorded puzzled or skeptical expressions on the faces of other leaders. 



But this is simply money that each country would spend on its own military — or on missions that do not include NATO, such as peacekeeping in Africa. Trump noted that if all NATO members met the 2 percent guideline, then another $119 billion would be spent on defense. But this would still leave the rest of NATO far behind the United States alone — $608 billion for the United States, $400 billion for the other 27 members. (Trump, in fact, proposes to boost U.S. military spending even more.)

“We have to remember that fair burden-sharing was something we addressed at our summit in 2014,” NATO Secretary General Jens Stoltenberg told reporters after Trump’s speech. “And several NATO allies also expressed that we have to invest in defense not just to please the United States but we have to invest in European defense because it is in our own interest to do so.”

While Stoltenberg said Trump has been “very clear, blunt and plain” at the NATO meetings, he reminded reporters that NATO had already taken action before Trump arrived on the scene: “After years of decline in defense spending across Europe and Canada we turned the corner in 2015, we stopped the cuts, and in 2016 we had significant increase.” 



Why does the United States spend so much more on its defense? The United States is a world power with global responsibilities, including in Asia. Iceland, which spends the smallest percent of its GDP on defense, does not even have a standing army, though it has a coast guard.

Experts say it’s impossible to figure out how much of U.S. military spending is devoted just to NATO but for decades, U.S. presidents have concluded that the U.S. commitment to the defense of NATO members was an essential part of overall U.S. security. U.S. bases in Germany, for instance, are frequently an important part of American operations in Afghanistan and Iraq. (The United States spends about $7 billion a year on bases in Germany, South Korea and Japan, about half of which is paid back.)



That is why we applaud Poland for its decision to move forward this week on acquiring from the United States the battle-tested Patriot air and missile defense system -- the best anywhere in the world.  (Applause.)  That is also why we salute the Polish people for being one of the NATO countries that has actually achieved the benchmark for investment in our common defense.  Good job on making the sale.  However, Russia invading Poland is a far cry from Iraq firing missiles at Israel where the Patriot air and missile defense system was used in combat.  Even then, and you can look this up, the results were less than stellar.
